Trade and competition policiesshare a common general objective of economic efficiency, and are thus in theory complementary and mutually reinforcing. However, their objectives and methods may diverge: competition policy can adversely affect trade and trade policy can adversely affect competition. In an increasingly global economy, this divergence may result in national and international frictions.
By exploring and comparing the objectives and methods of the two policies, the study attempts primarily to examine the causes of the frictions. It reviews trade and competition theories in the relevant literature, how the two policies operate in practice, and other systemic differences. It addresses the frictions and concludes with a number of suggestions, including possible multilateral actions that would contribute to greater policy coherence.
