I we are talking about a process of restructuring an organization at first we have to clarity our understanding of an organization itself. From distance an organization is an association of human beings intending to follow certain purposes. The association is in principal determined by free will, entrepreneural distinction of legislative conversation. The objectives of an organization are usually depending on the intentional frame. For instance any organizational shape of Public Administration should follow the objectives to produce high service quality to the citizens, to be efficient in terms of dealing with ppublic resources and motivate the involved Civil Servants. A company is generraly following the same objectives with the exception to maximize profits and to survive competition on the market. And, at least a scientific organization dealing with public interest should also five excellent services to the public, use the tax-financed resources carefully and enhance the own employees to highest qualification.
The more sphisticated gthe objectives, the bigger the organiazation itself and the more various the qualifications and characters of the human being involved, the more complicated it will appear to give the organization a proper structure. One of the resluts of this development is a new, but already world wide established branch in the economic landscape, the Consulting Companies. They offer help to any kind of organization in terms of structure, personnel, finances and information technology. The experiences with Consulting Companies differ in a very broad range and are assessed between excellent support and wasted resources.
It all depends on the approach. In time of a very high capability of technical management we are facing the danger thinking that the proper solutions of life are those that can be facilitated technically. But we should keep in mind that organizations always remain as a resemblance of human being with their own characters, their own specific needs and their own way of thinking. To deny this reality means to talk at cross-purposes.
Therefore the everlasting question in the field of organization development will be what is the main purpose of an organization?. Is iit, like very often announced, the logical structure of functions?. Or is it, no less often mentioned, the synergetic network of different duties and tasks? Or is it, like.
