Problem faced in increasing regional economy level are:- unclear direction of investment policies mostly if they are related to empowering local resources. Promotion activity and FDI in regions have not become one entity yet with the work plan of municipalities or cities. This condition has caused some cases, such as: 1. target that will be achieved tends to exploit natural resources. This is indicated by some invested companies, which are mired in exploiting non renewable natural resources; 2. the dispute over investment authority between central and regional governments occured. In regards of that constellation, generally the central government has more advantages due to the power of centralism or hegemony; 3. the benefits of that investment are hardly enjoyed by the local people. This is indicated by how strong the hegemony of the foreign companies are in making use of internal resources to exploit mineral resources in East Kalimantan for instance without giving the opportunity to local company have backward linkage. Moreover the foreign companies prefer to focus their activity by using high technology so that the local human resources are hardly absorted.;4. lots of cases such as land clearly (pembebas lokasi tanah) are mostly conducted in forceful way and certified lands, are brought up by local people.;5. monitoring problem each space/area and the purpose of it are still unsolved.
-Some city government do not have quantitative and qualitative data about FDI so that they are not able yet to design policy scenario on FDI. This condition also indicates collaboration that should be built by or with city government and investment service providers (e.g. BPID, Sucofindo, Central Government, KAPET) do not exist. Furthermore, lack of initiatives from stakeholders to develop data that based on municipality/city.
