The Survey of Library of Functions of the States was originally planned by Dr. Robert Leigh, Emeritus Director of the School of Library Service, Columbia University. The Survey was designed to cover a group of characteristic functions in the field of library and informational services performed by a variety of agencies of state government. In attempting a report on the material collected, the Survey group found some of the data essentially irrelevant, or unrevealing of any significant conditions.
Finally, a comment on the writing of this report and commentary on the Survey. The work of writing the report therefore began with a great deal of data already organized.
