The whole secret of the brain's ability to learn by experience, some researchers say, is the acquisition of special influence by one neuron over another across a connection called synapse. Because of these cooperative reactions, we can say that our brains over time acquire deep "grooves" through which our thoughts tend to flow. The study of public administration is not without its own deep grooves. As a result, most textbooks on the subject tend to be variations of the same themes. Not so with this volume.
