This fourth volume of the 12th President of Phillippines speeches, Fidel V. Ramos, focuses on the theme of country's modernization. As its title suggests, modernization is not just economic growth, although growth is one of its components, because economic growth is the only way we can improve the lives of our people in a manner we can sustain. It is often said the character of a people is defined by what they can dream of doing. Now more than ever, we as a people must let our vision soar, to the limits of what this country can become; to the rich legacy of freedom and progress we can leave to those who will come after us.
